Kjell Rubenson is a
professor of education at the University of British
Columbia and co-director of the Centre for Policy
Studies in Higher Education and Training. He has
conducted research and consultancy for a variety of
national and international bodies including OECD, UNESCO
and the European Commission. Recent publications
